If you like her, I'd give it a bit more time. May as well give it a decent shot. Just because you're not fucking immediately doesn't mean there isn't a chance for it to develop into a relationship. If anything, I applaud her for it. Also, I don't blame her for being a bit turned off by you fucking one of her friends, even if it was two years ago. I don't think there's a grace period for that sort of thing, haha.

From the sounds of things, it's not that she's holding out on sex because she's that kind of girl; but because she doesn't want to fuck him at all because he railed her friend. I think right now she's just eating up the attention and affection, and the only reason she's still willing to make out and shit is because it's not really giving much of herself. I'd say this goes nowhere. Your best bet is to just stop making out and keep the friendship, or ride this thing into the ground with your tongue down her throat and hand up her shirt.
